On December 21, 2020, Comrade Wang Wentao chaired an expanded meeting of the CPC Leadership Group of the Ministry of Commerce to study and communicate the spirit of the Central Economic Work Conference, lay out the implementation plan, and share takeaways. Members of the MOFCOM leadership in Beijing attended the meeting.

The meeting noted that this Central Economic Work Conference is a crucial meeting held in the wake of the 5th Plenary of the 19th CPC Central Committee. General Secretary Xi Jinping’s important speech gave a rounded summary of this year’s economic work and deep analysis of domestic and international situations and made strategic deployments for next year’s economic work. Informed by Marxist positions, views and methods throughout, the speech is visionary, substantial and insightful, providing basic guidance for the economic wok of next year and the years to come. It is imperative to study in-depth and comprehend the spirit of the Central Economic Work Conference in light of the study and implementation of the spirit of the 5th Plenary of the 19th CPC Central Committee, and genuinely align thinking and actions with the spirit of General Secretary Xi Jinping’s important speech and with the CPC Central’s decisions and plan for the economic work. Members of the CPC Leadership Group need to take the lead in the study, and CPC organizations of all levels and all Party Members and cadres should study in-depth and comprehend the spirit and substance of the meeting to ensure full implementation.

The meeting pointed out that it is very important to promote the development of commerce next year, which is the first year of the 14th Five-Year Plan period and special for China’s modernization process. The meeting required all officials to adhere to the Xi Jinping Thought on Socialism with Chinese characteristics for a New Era, enhance the consciousness of the need to maintain political integrity, think in big-picture terms, uphold the leadership core, and keep in alignment, strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics, firmly uphold the authority as well as the centralized and unified leadership of the CPC Central Committee with comrade Xi Jinping at its core, strengthen the Party’s overall leadership of commerce-related work, and promote Party building. MOFCOM officials should enhance political awareness, raise the political stance, resolutely implement the CPC Central Committee's decision and deployment, and better serve the overall national political, economic and social development and major national strategies.

The meeting called for the full implementation of the 19th CPC National Congress, the second, third, fourth and fifth plenary sessions of the 19th CPC Central Committee and the spirit of the Central Economic Work Conference while making plans for next year’s key work in commerce. MOFCOM will adhere to the general principle of seeking progress while maintaining a stable performance, base its work on the new development stage, embrace the new development philosophy and build a new development paradigm. MOFCOM will strive for high quality development of commerce, focus on deepening supply-side structural reform, seek driving force from reform and innovation and meet people’s ever-growing needs for a better life. MOFCOM will consolidate the outcomes of epidemic control and economic and social development, strike a balance between development and security, ensure stability in employment, financial operations, foreign trade, foreign investment, domestic investment, and expectations, ensure security in job, basic living needs, operations of market entities, food and energy security, stable industrial and supply chains, and the normal functioning of primary-level governments, go all out to boost consumption, improve the modern circulation system, stabilize the fundamentals of foreign trade and foreign investment, expand high quality opening up, and deepen multilateral and bilateral trade and economic cooperation in order to get off to a good start in fostering the new development paradigm and take on a new look.

The meeting was attended by chiefs of all Departments and Bureaus, Special Commissioner’s Offices, and directly affiliated institutions of MOFCOM and foreign investment associations. Chiefs of the Discipline Inspection and Supervision Group stationed at MOFCOM and Bureau of Trade Audit were present at the meeting.
